Complete Bounty Commissions in Hollow Zero
You can get Z-Merits as a reward by completing Bounty Commissions in Hollow Zero. The amount of Z-Merits you can receive as a reward, though, may vary depending on the challenge condition.
The Hollow Zero is located in Scott Outpost and can be unlocked by progressing through the story.

Buy Various Items in Hollow Zero Shop
You can use your Z-Merits to buy various items in the Hollow Zero Shop in Scott Outpost. The shop will be available once you have unlocked the other levels in Hollow Zero by leveling up your Inter-Knot level.
Hollow Zero Shop is Located in Front of Hollow Zero's Tent
The Hollow Zero Shop can be accessed by talking to Casper, who is located just in front of the tent where you can access the Hollow Zero in Scott Outpost.
